Short CV

 

Ηe has been working as the Secretariat’s Director of the Hellenic Data Protection Authority since 2004, while from 1999 to 2003 he was head of Auditors’ Department. He received his Diploma in Electrical Engineering from Aristotle University of Thessaloniki, Greece, carried out postgraduate studies in Informatics and holds a PhD on Security of Computer Networks from University of Karlsruhe, Germany. He is founding member and current president of the “Hellenic Scientific Council for the Information Society”. He is author or co-author of books on ‘Cryptography’, and ‘Information Theory’ and of over 60 journal and conference papers on security and privacy protection. Also, parallel to his work in the Hellenic Data Protection Authority, he taught for almost twenty years in Greek universities courses on Information Theory, Information Security, Cryptography, Computer Networks, Digital Communications, Simulation, and Software Engineering.

 


It consists of four departments:

Auditors' Department

 

Auditors have a legal or IT background and are responsible, among others, for the following tasks:

  • To conduct administrative audits in files containing personal data.
  • To issue regulatory acts pertaining to special matters arising from the relevant legislation on data protection.
  • To issue directives with an aim to enhance the uniform implementation of regulations applicable to the processing of personal data.
  • To examine complaints lodged by a data subject, or by a body, organization or association in accordance with Article 80 and to cooperate with other supervisory authorities for the investigation of the complaints, to issue decisions, recommendations and suggestions for Controllers, and report violations to administrative and judicial authorities.
  • To draw up the Authority’s annual report of activities.
  • To provide, upon request, provide information to any data subject concerning the exercise of their rights under the GDPR.
  • To cooperate with and provide mutual assistance to other supervisory authorities, including sharing information, with a view to ensuring the consistency of application and enforcement of the GDPR.
  • To approve codes of conduct which provide sufficient safeguards, pursuant to Article 40(5) GDPR and to approve certification criteria of pursuant to Article 42(5) GDPR.

Communications Department

 

The Department of Communications is responsible for the following tasks:

  • To assist the HDPA in developing and implementing its communication strategy.
  • To monitor the media with regard to issues related to the protection of personal data.
  • To cater for the Public Relations of the HDPA and communicate with agencies, bodies and institutions in the public and private sectors as well as data protection authorities abroad, competent EU institutions and international organisations.
  • To organize seminars, conferences and other events pertinent to the areas of competence of the HDPA.
  • To issue information leaflets, make press announcements and help develop radio and TV spots promoting the mission and the areas of competence of the HDPA.
  • To set up, maintain and update the Authority's library, the archive of Greek and foreign publications, the archive of decisions of international bodies and EU institutions pertinent to data protection.
  • To edit, proofread, manage the publication of the Annual Report of the HDPA and contribute to its drawing up.

Administration Department

 

The Administration Department is in charge of the following tasks:

  • To cater for the secretarial support of the Authority (registry, minutes, personnel files, typing, computer applications, etc.).
  • To manage personnel-related issues, including the keeping of personnel files, and manage the computer network infrastructure.

  • To cater for the financial affairs of the Authority (budget, payroll, payment orders, procurement of office supplies, etc.).
  • To prepare the HDPA's budget and handle its execution and amendments.
